This hospital determines its standard charges for patient services with the use of a chargemaster or similar system, which is a list of charges for the components of patient care that go into every patient’s bill. These are the baseline rates for services provided at this hospital.
The chargemaster is similar in concept to the manufacturer’s suggested retail price (MSRP) on a vehicle. It is the starting price of each service performed and goods consumed associated with the individual patient’s treatment. The chargemaster rates are updated from time to time to accurately reflect the hospital’s expenses to operate.
Standard charges shown in the documents do not necessarily reflect what a patient may pay. Government insurance plans such as Medicare and Medicaid do not pay the chargemaster rates, but rather have their own set rates which hospitals are obligated to accept. Commercial insurance payments are based on contract negotiations with managed care payors and may or may not reflect the standard charges. Patients without commercial insurance or not covered by a government health care plan should contact the hospital prior to a procedure to discuss charges, alternative pricing, and payment terms.

For each COVID-19 vaccine authorized under an Emergency Use Authorization (EUA), the Food and Drug Administration (FDA) requires that vaccine recipients or their caregivers are provided with certain vaccine-specific EUA information to help make an informed decision about vaccination. This is accomplished by providing a an EUA Fact Sheet for Recipients and Caregivers. The Fact Sheet is similar in purpose and content to vaccine information statements (VISs) for licensed vaccines but differs in that the EUA Fact Sheet is specific to each authorized COVID-19 vaccine, is developed by the manufacturer of the vaccine, and is authorized by the FDA.
Provides registration information and questions to help determine if there is any reason you should not receive a COVID immunization injection.
Registry for vaccines to assist clinics and hospitals. For example, if you go to an Emergency Room for a cut, they can look up when you last received a tetanus vaccine which could prevent an unnecessary injection.
V-safe is a smartphone-based tool that uses text messaging and web surveys to provide personalized health check-ins AFTER you receive your COVID-19 vaccination. Through v-safe, you can quickly tell CDC if you have any side effects after getting the vaccine. Depending on your answers, someone from CDC may call to check on you. And v-safe will remind you to get you second COVID-19 vaccine dose if you need one.
We encourage individuals to seek out other vaccine sites and get on their waiting lists as well. Like most other providers across the State, we don’t know when we’ll be allocated vaccines, so we urge patients to grab the first opportunity presented to them. Again, you do not have to be one of our current patients, we will gladly add any individual to the list who wants to be included.

Rice Medical Center is a Critical Access Hospital with inpatient and outpatient medical and surgical services. The hospital also provides 24 hour emergency service coverage, a variety of specialty clinics, and a swing bed unit program. RMC has the latest state of the art radiographic technology and surgical equipment, as highlighted in our description of departmental services.
Rice Medical Center is a district hospital and entered a management agreement with Critical Access Healthcare (CAH). CAH was formed in 2007 to bring unique solutions to Hospital Districts and governmental entities related to rural community healthcare needs. This new partnership enables the hospital to provide enhanced programs and services, staffing, even more updated technology, and new medical equipment and facilities for the patients we serve.
In addition to our hospital staff, RMC has a committed number of volunteers, both in the Pink Ladies, our auxiliary, and the Rice Medical Center Employee Volunteers. Both of those groups give countless hours of their time and money to support the hospital and its services. Without their efforts, as well as the committed involvement of our locally elected Board of Directors, the hospital would not have been able to make many of the continual improvements our patients enjoy today.

Rice Medical Center is a Limited Liability Corp (LLC), which directed by a board of directors.
The Board of Directors consists of seven (7) elected members.
Each member serves a term of three (3) years.
The Board members receive no compensation for their duties.
They are responsible for hiring and evaluating the hospital Administrator.
The Employee Volunteer organization was formed in the early 1990’s when the employees wanted to do something to help the hospital with renovation and to purchase needed equipment which, due to financial conditions at the time, the hospital was unable to do.
The group has fundraisers during the year to raise funds for renovation and to purchase equipment. They also provide scholarships for Rice CISD Seniors, East Bernard ISD Seniors and Brazos ISD Seniors that are planning to enroll in a health related field.

On September 27, 1967 the Eagle Lake Community Hospital Auxiliary was organized in the home of Carey Shuart. 43 women attended that public meeting and 23 became active members with 10 inactive members. On November 06, 1967 the Auxiliary adopted its first set of bi-laws and setup a Memorial Fund to be used to purchase useful items for the hospital.
Money that is given to the Memorial Fund is used ONLY for items for the hospital; never for salaries or expenses. We operate the Gift Shop here at Rice Medical Center and we also have a Cookbook for sale, “Cook’s Tour #2”, for $10.
All proceeds go toward the purchase of items for the Hospital.
Our volunteers have faithfully served the hospital through many changes. Our medical doctors are our personal friends and we have seen some of these good friends go on to their Heavenly Father. We have served through a new hospital being built and the name changes, as well. Through all of this, our volunteers have donated hundreds of thousands of hours to our hospital and community.
We felt that if we were to attract volunteers of both sexes then we needed a name change and it has not been easy to break old habits. We are now the Rice Medical Center Auxiliary.
The function of the Auxiliary varies as the need arises. We volunteer to add to the comfort of the patients and to assist the nurses and staff in any way possible.
As volunteers, we want to serve and hope we can make the hospital a little more pleaseant through our service.
If you would like to be a part of this wonderful organization, our dues are $5.00 per year and there are plenty of opportunities for you to help.
Diagnostic Imaging and Radiology Services include X-rays, Ultrasounds, CAT Scans, MRIs, Digital Mammograms and also perform special procedures that consist of biopsies, aspirations, thoracenthesis, paracenthesis, needle localization, barium procedures, arthrograms, myelograms, and some vascular studies.
Rice Medical Center has a new CAT Scan Unit. The GE Multislice 16 Slice Lightspeed CAT Scan has improved image quality, smaller slice thicknesses that gives more detailed information to the Radiologist and faster scan times.
We utilize a Digital Radiography (DR) system which uses x-ray-sensitive plates that directly capture data during the patient examination, immediately transferring it to a computer system without the use of cassette. The advantages include time efficiency, the ability to digitally transfer and enhance images. Also, less radiation can be used, allows for immediate image preview and availability, as well as the ability to apply special image processing techniques that enhance overall display quality of the image.
From the DR Console the images are sent to our PACS system (Picture archiving and communication system) which stores the images on a server and allows the Radiologist and Physicians to view them on any computer. Along with Xrays; Mammograms, CAT Scans, MRIs and Ultrasounds are tied into the PACS. Ordering physicians on staff at Rice Medical Center are also able to view their patient films over the web on our secure site from their office.
Rice Medical Center’s Emergency Department is available every day of the year 24 hours a day to meet the emergent and urgent medical needs of our community and the surrounding area. The Emergency Department is staffed with highly trained emergency physicians and nurses experienced in treating patients with emergent and urgent medical conditions and dedicated to providing expert, caring and timely treatment.
Rice Medical Center was the first emergency department in the State of Texas to be designated as a Level IV Trauma Center. We maintain this Level IV Trauma Center designation by meeting Texas Department of Health’s standard of care for treating emergencies and our staff has specific training in trauma care.

The Physical Therapy Department at Rice Medical Center is dedicated to preventing a decline in physical function during a hospital stay or in the outpatient setting.

Therapy programs are tailored to each individual patient and may include manual techniques, use of exercise equipment, transfer training, gait training, balance exercise, wound care, and education on use of adaptive equipment.
The Rice Medical Center therapy department is equipped to provide comprehensive, quality care to meet all your needs in acute care, swing bed, and outpatient settings.
Respiratory Therapy is an allied health specialty under medical direction for the treatment, management, control, diagnostic evaluation, and care of patients with deficiencies and abnormalities of the cardiopulmonary systems. Respiratory Therapists are credentialed and licensed by the Texas Medical Board.

“The study is a safe, painless and simple evaluation of how your body functions during sleep. It is performed by a registered sleep technician. The data, recorded while you are sleeping, is later reviewed by a board certified sleep physician. This may be completed in one night depending on your results or if the physician feels that you need to be treated with a sleep therapy device, another sleep study may be scheduled so data can be collected while using the sleep device.”

“When you arrive for your study you will be directed to your room and provided explanation of the sleep study process. There will be a questionnaire to fill out along with other forms to be completed. The sleep technician will attach sensors to parts of your body such as your scalp, forehead, chest, legs and index finger. The sensors are painless and are attached using temporary adhesive/gel. Elastic bands may also be placed around your chest and abdomen to measure your breathing. The sensors are connected by wires to a computer that records your data. You are still able to move around in bed because the wires are small. After this is all applied you can watch television, read a book, or lie in bed until you fall asleep. You are usually out of the lab by 6 a.m. or 7 a.m. the following morning.”

Our surgeons perform a wide variety of surgical procedures utilizing the latest technology and minimally invasive techniques and procedures available helping to minimize the length of hospital stay and faster recovery times for our patients.
Our Swing Bed program offers skilled nursing in a hospital setting with a variety of services provided.
Swing Bed allows patients to recover in a local hospital close to their home where family and friends are able to visit, giving them the emotional support to promote their well-being and recovery.
Patients are able to regain their former independence and make the transition to home with fewer complications.
Dr. Russell Thomas Jr, DO in association with Restorix Health and an experienced nursing staff provide specialized, personal care with an approach to wound care treatment which is aggressive and comprehensive, coordinating traditional and advanced therapies that aid and accelerate the healing process.
Our center is staffed by a multi-disciplinary team of physicians and nurses with advanced training in wound care.
A wound that is not healing properly may be complicated by underlying conditions such as diabetes, circulation problems or previous radiation treatment. Sometimes, the simplest of wounds can turn into a significant problem because the body’s normal healing process is affected.
Other types of hard-to-heal wounds result from pressure, trauma or infection. Non-healing wounds can have serious health consequences and may adversely affect your quality of life.
We utilize best clinical practices that begin with a thorough patient evaluation and diagnostic testing to determine wound etiology. An individualized care plan is then developed using evidence-based therapies that are highly effective in facilitating the healing process.
ChartSpan is the name of our ‘Preventative Wellness Membership Program,’ offering care coordination services to our Medicare patients. The ChartSpan CCM program gives Medicare patients access to healthcare professionals 7 days a week, 24 hours a day and 365 days a year.
Patients are not required to enroll in this program, but we do recommend it. The goal of this preventative wellness membership program is to keep patients healthier by staying in touch between appointments.
The most a patient will be called is once a month, however patients may call at any time. We encourage patients to pick up the phone or call back!
Patients may unenroll from the program at any time.
Rice Medical Center and Rice Medical Associates recently undertook a Community Health Needs Assessment facilitated under engagement by the Texas Organization of Rural and Community Hospitals (TORCH) and TORCH Management Services, Inc. (TMSI). The following is the report, unedited, in its entirety.
We are currently working on an action plan intended to optimize the benefit of feedback received through this process. I plan to publish the action plan once completed, so make sure to check back often. Ten group sessions were conducted with over fifty individual community participants.
